If you don't do alot of damage and you did not get the crit perks in your skill tree, than you won't be doing a whole lot of anything. The best whay to preform a decap in my opinion, is to have a sword and shield, simply bash the opponent whilst almost dead, and he will be groggy, then a single click of the mouse should cause an animation.

Make sure you are using the right weapon for the right skill tree in the right perk tree for decaps.
